Draw a circle with the circle ruler. The circle diameter has to be the same of the plastic domed one. Draw numbers and minute and hour hands with the pencil and then with the fine tip pen.

 

Put a bit of glue around the plastic domed and glue around the embroidery thread. When dry cut the paper near the thread.
